REQUEST FOR QUALIFICATIONS FOR

ON-CALL PROFESSIONAL ENGINEERING SERVICES

 

 

Public Notice is hereby given that the Kent County Levy Court, Department of Public Works (County) will accept Statements of Qualifications from Professional Engineering firms for on-call professional engineering services as outlined below.  Interested firms shall submit four (4) printed copies of their submittals and one (1) digital copy in PDF format on or before 1:00 p.m., Friday, August 22, 2025 and proposal opening at 1:15 pm the same day to the Kent County Levy Court Department of Public Works located at 555 S. Bay Road, Dover, Delaware 19901.  Envelopes shall be marked “RFQ – ON-CALL PROFESSIONAL ENGINEERING SERVICES”.  Please indicate which discipline.  Submittals received after the stated date and time will not be considered and will be returned unopened.

 

PROJECT DESCRIPTION: The purpose of the Request for Qualifications (RFQ) is to select one or more consulting firms to provide on-call professional engineering services for wastewater engineering projects and construction management.  The Scope of Work lists proposed tasks for this RFQ and is listed in Section 2.

 

Kent County Levy Court, Public Works Department is seeking submittals from professional and technical consultants to provide as-needed specialized wastewater engineering, construction management/inspections services, and geotechnical engineering & materials testing services to supplement staff in the implementation of various Capital Improvement Program projects, operations and in conjunction with development reviews. The project types include, but are not limited to, consultation, contract administration, design, estimating, complex analysis, report-writing, peer-review, geotechnical investigations, and construction management/inspection services.

 

If the consultant is picked to perform work that is funded by the Delaware Natural Resources and Environmental Control, US Department of Agriculture, or any Federal funds, the consultant shall comply with all funding requirements prior to working on the project.  Consultant shall provide Kent County Levy Court with documentation that shows compliance with the funding agency.

Pursuant to 29 Del. C. 6981(c)(2), the County may extend the time and place for the opening of proposals from that described above, on not less than 2 calendar days’ notice, unless special circumstances exist, as determined by the Director of Public Works.
