Kent County Levy Court invites firms to submit a sealed Bid to the Department of Public Works, 555 Bay Road, Dover, DE, 19901, to provide residential trash collection services (trash, recyclables and yard waste) for Kent County Garbage Collection Districts. Owner will receive bids until 2:00 PM on March 18, 2026.
Bidding requirements are described in the “Contract Document & Bid Specifications”. Please contact Sam Bautista, PE, Public Works Director by email Segundo.Bautista@kentcountyde.gov or phone 302-744-2430 to request the “Contract Document & Bid Specifications”.
A mandatory pre-bid meeting will occur on March 4, 2026, at 2:00 PM. The meeting will be held via teleconference and in person at Room 221 of the Kent County Administrative Complex, 555 Bay Rd., Dover, DE 19901. All attendees must register by 4 pm on March 2, 2026, for the mandatory pre-bid meeting by sending an email to Segundo.Bautista@kentcountyde.gov with the subject TRASH COLLECTION PRE-BID.
Bids must be submitted under a condition of irrevocability for a period of sixty (60) days after the scheduled closing time for receiving bids. Each bid must be accompanied by a Bid Bond in the amount of 10 percent (10%) of the proposed bid price, payable to Kent County Levy Court. The selected bidder(s) must present a Performance Bond in the amount of 100% of one (1) year of the contract, upon award of the contract.
Kent County Levy Court (Kent County) shall not be required to accept the lowest bid in terms of cost, but instead shall have the right to select the most qualified bidder or bidders based on the evaluation criteria established in the Contract Document & Bid Specifications. Kent County may award a contract to one or more firms as per 29 DE Code § 6926 in its best interest. Kent County reserves the right to reject any or all bids and to waive technicalities, formalities, and/or irregularities. Kent County may extend the time and place for the opening of bids from the described, not less than 2 calendar days’ notice.
