The Kent County Personnel Administration Board serves as an administrative quasi-judicial panel to hear appeals of employee terminations, adverse personnel and disciplinary actions, and employee grievances. The Board also hears eligibility appeals of the Kent County Employee Retirement Program. Personnel decisions of the Board cannot be appealed to the Levy Court, but instead must be appealed to Superior Court. The Board consists of seven (7) members, one from each of Kent County's Levy Court Districts. Support staff is provided by the Kent County Personnel Office.
The Board also has responsibility for reviewing nominations submitted for the Kent County Medal and making a recommendation of award to the Levy Court. The County Medal recognizes individuals for exceptionally meritorious service to the County and/or a community thereof; or life long achievement by attaining age 100. Meetings and hearings are held at the call of the chair in the Levy Court Chamber, second floor of the Kent County Administrative Complex, 555 Bay Road, Dover, Delaware 19901. All members of the Board including the Chairman are voting members. The presence of a quorum (four members) is necessary for the Board to take any official action upon any matter before it for consideration. Term of the appointed individual continues until the Commissioner of that district or their successor appoints another person.
