Functions

The Department of Housing and Community Development seeks to improve the quality of life of low-to-moderate income persons through the administration of various housing and community development programs.

Housing assistance is provided in the form of grants for the repair of owner-occupied houses and manufactured housing.  Community Development assistance is provided in the form of grants that provides upgrades to public facilities such as water, sewer, storm drainage and streets.

Homeowners must fill out the referral form to get on the waiting list for the program.

Funding

Funding partners include the Delaware State Housing Authority (DSHA) and U.S. Department of Agriculture, Rural Development (USDA).  Annual application is made to DSHA for funding from the Community Development Block Grant (CDBG) Program and HOME Investment Partnerships Act (HOME).  Annual application is also made to USDA Rural Development for funding through the Housing Preservation Grant (HPG) Program.

 

The area served by the CDBG and HOME Programs includes unincorporated Kent County and the 19 municipalities, excluding the City of Dover.  The HPG Program serves Kent County outside of the Dover Metropolitan Statistical Area.
