2028 Comprehensive Plan Update

Background

Starting in 2026, the County's Planning office will begin the process to update this plan.  We are required to have the plan updated every 10 years.  Our last plan was finalized in 2018. We will spend the upcoming 2+ years gathering information, receiving comments from the public, drafting a plan, getting feedback from the public on that draft and producing a final plan for certification by the Governor.

The State of Delaware requires Comprehensive Plans to have certain required elements.  The elements required are:

  • A Future Land Use Plan
  • Mobility
  • Water and Sewer
  • Conservation
  • Climate Change
  • Recreation and Open Space
  • Housing
  • Intergovernmental Coordination
  • Community Design Recommendations
  • Historical Preservation
  • Economic Development
  • Education

We will be drafting the plan and looking for feedback on each of these elements.

Outreach

Our first outreach event will be at the Central Delaware Chamber of Commerce 55+ Expo at Bally’s Casino on Thursday, April 16, 2026. Kent County will have a booth where will be talking to residents about what they would want the Comprehensive Plan to focus on. Come out and see us!

Public Process

There will be multiple ways for the public to get involved with the process from workshops, outreach at events, and public hearings.  Throughout the entire process the staff will be available during normal business hours to talk and answer questions about the plan.  Any member of the public may provide written comments throughout the process at any time.
