Appraiser Supervisor

Pay Range $65,354 - $95,389
General Description
The purpose of this position is to maintain the County’s property assessment and appraisal systems and to manage the transfer of data between Assessment Software and Tax software. This position will also work with the Software Company during updates and testing. This position works independently, under limited supervision, reposting major activities through regular meetings.
Duties & Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedule; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Interfaces with Information Technology staff for resolutions to issues.
- Manages critical appraisal system operations and applications.
- Maintains tables in the property assessment software.
- Develops and generates reports to respond to internal and external requests
- Identifies and interfaces with Software Company on software capabilities and enhancements.
- Provides complex problem resolution for software problems
- Serves as a subject matter expert and lead for systems-related functions, projects, and discussions.
- Supervises training of new employees on computer systems and applications.
- Performs root cause analysis and resolution for all system problems.
- Establishes reporting mechanisms to measure performance level for software.
- Reviews/defends/corrects valuations of properties that are challenged.
- Manages the Elderly/Handicap/Veteran programs; to include but not limited to approvals/denials of applications.
- Works with the State of Delaware regarding the Disabled Veterans School Tax Credit application issues.
- Maintains accurate records of the Elderly/Handicap/Veteran Programs
- Maintains the Edit and quarterly reports to include the mailing of new valuations and ownership changes; ensures the accuracy of the information transferring to the Tax System.
- Supervises the Property Specialists/Assessors/Appraiser for daily routine duties
- Must make judgement calls on various valuation issues.
- Review Assessors/Appraiser work before finalized, for transfer to Tax system
- In the absence of the Assessment Supervisor, must be able to review Time Sheets.
- In the absence of the Assessment Supervisor, must be able to make supervisory decisions.
- In the absence of the Assessment Supervisor, must be able to gather information and prepare properties for the BOAR.
Minimum Education and Experience Requirements
Requires High School graduation or GED equivalent supplemented by specialized courses/training in computer applications equivalent to completion of one (1) year of college supplemented by four (4) years of computer systems experience and a working knowledge of computerized property assessing systems or an equivalent combination of education, training, and experience
Additional Requirements
Thorough knowledge about computerized assessing programs; considerable knowledge of various software used by the County; ability to develop new and alternative solutions to manage information system needs; ability to use office equipment to include phones, personal computer, copy machine, etc.; ability to type 25 words per minute; ability to analyze statistics to build reports; working knowledge of personal computers and pertinent applications; regular and timely attendance; performance of duties in a safe manner.
Must pass testing for substance abuse and criminal background investigation. Must maintain a positive work environment by acting and communicating in a manner that promotes harmonious relations with customers, co-workers, and supervisors. Direct deposit of pay required.

This is primarily a sedentary office classification although standing in and walking between work areas may be required.
- Occasionally lifting of objects up to 25 pounds
- Ability to read printed materials and a computer screen
- Ability to communicate in person, before groups, and over the telephone
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator.
- Ability to bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information.

Special Certifications and License Requirements
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
- Possession and retention of a Certified Assessor License issued by the State of Delaware
