General Description
The purpose of this position is to supervise and perform advanced clerical/accounting work related to the billing and collection of taxes and other user fees. The single position class directs and advises staff responsible for collecting taxes and other fees and insures the accurate documentation and deposit of those receipts. Incumbent assists with billing and collection of current and delinquent taxes and fees.
This position works under limited supervision, independently developing work methods and sequences.
Duties & Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions as necessary.
- Coordinates services and interaction with other County departments regarding receipt of funds for bank deposits.
- Responsible for banking deposits including remote deposit and receipting
- Oversees the Senior Tax Credit program
- Assists with the management of monitions program, and works directly with Monition Attorney
- Assists with bankruptcy filings
- Aids in the set-up of Payment Plans
- Monitors unpaid taxes, program fees, and user charges and recommend corrective action
- Trains new clerks and cashiers.
- Assists staff with billing questions, operational questions, and distribution of work giving advice and direction as needed
- Responds to billing questions from customers
- Creates and prepares official correspondence for review by the department head.
- Serves as a back-up to the overflow of phone calls, and high-level customer inquiries.
- Processes Mobile Home Letter Requests, as needed
- Performs related work as required.
Minimum Education and Experience Requirements
Requires High School graduation or GED equivalent and four (4) years accounting, bookkeeping, tax collection, or closely related experience of which two (2) years are in a supervisory position or any equivalent combination of education, training and experience.
Additional Requirements
Extensive knowledge of modern clerical computerized account-keeping practices and proficiency in automated tax billing system; excellent knowledge of office terminology, procedures, and equipment, and of business arithmetic and English; ability to enter data; ability to understand and follow oral and written directions; tact and courtesy in dealing with the public; willingness and ability to adapt to new office procedures as required, including computerized office procedures; ability to establish and maintain effective working relationships with contractors, property owners, representatives from other agencies and the public; ability to express oneself clearly and concisely, orally and in writing; regular and timely attendance; performance of duties in a safe manner.
Must pass testing for substance abuse and criminal background investigation. Must maintain a positive work environment by acting and communicating in a manner that promotes harmonious relations with customers, co-workers, and supervisors. Direct deposit of pay required

This is primarily a sedentary office classification although standing in and walking between work areas may be required.
- Occasionally lifting of objects up to 25 pounds.
- Ability to read printed materials and a computer screen.
- Ability to communicate in person, before groups, and over the telephone.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator.
- Ability to bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information.
