Administration

The Kent County Department of Administration manages essential internal operations and provides strategic support to the County’s leadership and government functions. The department oversees the following key offices:

• County Administrator’s Office
• Economic Development Office
• Information Technology Office
• Human Resources Office
• Facilities Management Division
• Public Information Office

These offices collectively support the seven elected Levy Court Commissioners, as well as other County departments and elected officials, by managing employee services, infrastructure, and organizational processes.

Leadership and Oversight

At the head of the Department is County Administrator Kevin R. Sipple, the County’s Chief Administrative Officer and highest-ranking appointed official. He provides executive leadership and policy guidance to the Levy Court and ensures the effective and efficient operation of County government.

Responsibilities include:

• Executing policies and programs established by the Levy Court
• Ensuring compliance with state and federal laws
• Enforcing County ordinances, resolutions, and administrative orders
• Overseeing daily operations across all County departments
• Aligning services with strategic goals and budget priorities

About the County Administrator

Kevin R. Sipple is a lifelong resident of Kent County. Born in Milford, Delaware, he now resides in Felton with his wife, Kelly. Together, they raised two sons, Tyler and Ryan.
