General Description

The purpose of this position is to perform advanced level financial work including financial reporting and budgeting, and supervise advanced financial and property tax operations throughout the Department of Finance. This career ladder professional class position works independently, under limited supervision, reporting major activities through periodic meetings.

Duties & Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions as necessary.

  • Responsible for supervising, directing, and evaluating assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals for high level accounting functions, budget, capital projects, contracts, financial reporting, and tax office.
  • Assists with the preparation of year-end financial statements and actively participate in standardization efforts to achieve compliance with GASB rules.
  • Assists with the preparation of the annual operating, capital, and sewer budgets
  • Develops policies and procedures for property tax operations and ensures that they are implemented
  • Reconciles and processes annual and supplemental tax billings
  • Manages the processing of various receipts and deposits
  • Reviews timely analysis of advanced financial and customer matters, and escalates matters to higher management as needed

  • Be a resource to answer accounting and financial questions by researching and interpreting federal and state regulations, GAAP and GASB requirements, county policies as well as a broad spectrum involving the area of interest and convey the knowledge to management.
  • Manages the capitalization and depreciation of fixed assets
  • Maintains all fixed asset controls and ensures adherence and implementation of federal and state regulations, county policies, GAAP and GASB standards for acquisitions, retention and disposition of fixed assets and associated records including donated assets.
  • Responsible for capital, operating and direct financial leases including applicable accounting and financial disclosure requirements.
  • Maintains an advanced degree of familiarity with all financial systems modules, including general ledger, accounts payable, tax, and utility billing, and other special projects software.

  • Acts as a liaison between State and local outside agencies to ensure compliance and adequate reporting

  • Reviews Request for Proposal and Request for Qualifications
  • Lead role in payroll processing, and reviews payroll entries and reports.
  • Performs in lead roles for special projects that are finance-related and may include working with multiple County departments and includes research and knowledge across a broad spectrum involving the area of interest.

Minimum Education and Experience Requirements

Requires Bachelor’s degree in accounting, finance or related field; supplemented by six (6) years of accounting experience in governmental accounting and two (2) years supervisory experience or combination of education, training and experience.

Additional Requirements

Considerable knowledge of generally accepted accounting principles with emphasis on governmental accounting; strong knowledge of audit and financial reporting practices; good knowledge of the State laws and regulations pertaining to the financial activities of County property taxes and related activities; strong ability to convey and correspond ideas to the public and present to leadership; strong ability to comprehend written contracts; strong ability to create and work with complex spreadsheets; strong ability to comprehend complex oral and written instructions; ability to multi-task; extensive knowledge of personal computers and various accounting applications; ability to establish and maintain effective working relationships with supervisors, coworkers, subordinates and the public; regular and timely attendance; performance of duties in a safe manner. Must pass testing for substance abuse and criminal background investigation. Direct deposit of pay required.

Special Certifications and License Requirements
