General Description
The purpose of this position is to perform and manage advanced level financial and administrative work as it relates to the planning, organizing, directing, supervising and implementation of complex financial systems and financial operations of the Department of Finance for all County funds.
This single professional class position works independently, under limited supervision, reporting major activities through periodic meetings.
Duties & Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions as necessary.
- Manages highly technical accounting and budgetary operations and provides financial expertise and recommendations related to this function.
- Assists with the development, review, and modification of financial systems and procedures
- Manages, coordinates, and oversee the financial functions of the Governmental, Enterprise and Billing divisions of the Finance Department, including operating budget, capital budget and annual financial reporting
- Maintains a high degree of familiarity with all financial systems, modules including general ledger, accounts receivable, purchasing, payroll and other special software
- Assure compliance with applicable laws and regulations for local, state, federal, and GASB requirements
- Participates in the coordination efforts for the preparation of the County’s Annual Budget and Comprehensive Annual Financial Report
- Contributes to the coordination of activities between the independent auditors and the County staff during the annual audit process
- Reviews accounting procedures and policies to make recommendations on internal methods, systems, and procedures to provide more efficient operations and more effective programs
- Oversee the management of fixed assets, capital projects, and contracts
- Review, approve, and posts journal entries, budget adjustments, and reconciliations
- Coordinates special accounting and financial projects
- Manages, directs, and evaluates assigned staff, processing employee concerns, directing work, counseling, disciplining, and completing employee performance appraisals
- Performs related work as required
Minimum Education and Experience Requirements
Requires Bachelor's degree in Accounting, Finance or related field; supplemented by a minimum of eight (8) years of financial accounting experience of which five (5) are in a supervisory or management position or any equivalent combination of education and experiences. Preference given to management level Governmental accounting, budgeting and financial statement audit experience.
Additional Requirements
Thorough knowledge of County personnel rules, policies and procedures; ability to explain basic application and personnel policies to employees and applicants; ability to obtain and compile information from a variety of sources; good knowledge of County benefit programs, insurance administration, and pension provisions; knowledge of the methods and techniques for eliciting and disseminating information in a confidential manner; ability to handle complaints and the public tactfully and in a courteous manner; ability to establish and maintain effective working relationship with applicants, employees, coworkers, supervisor, elected officials, and the public; working knowledge of personal computers and pertinent applications; regular and timely attendance; performance of duties in a safe manner.
