General Description
This is an executive/senior management position supporting the day-to-day operations of County departments. Under the supervision of the County Administrator, this position provides direct oversight of Divisions within the Administration Department and is the direct supervisor of the directors managing the following divisions: Human Resources, Information Technology, Facilities, Economic Development, and the Public Information Office. This position develops, administers, and implements programs within the structure of the County’s organizational policies and County Ordinances. The Assistant County Administrator is also responsible for developing administrative policies and supporting policy making at the Levy Court level. The position requires executive level skills in understanding and completing highly complex projects and initiatives and achieving results with limited support or guidance. They will also act as the liaison for the Levy Court with internal and external stakeholders including state and federal officials, community leaders, and citizens.
Duties & Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions as necessary.
- Serves as the Director of Administration supervising the County’s administrative divisions. This includes carrying supervisory/managerial responsibilities related to assigned personnel including planning, assigning and directing work, establishing deadlines, appraising performance, counseling with employees, and addressing complaints and resolving problems.
- Coaches, counsels, mentors, trains, and develop assigned staff to maintain a highly effective and positive working environment. This includes working with the team to achieve organizational goals and maximizing the professional development of assigned employees.
- Represents the Levy Court and the County with internal and external stakeholders. Serves as liaison between County and individuals and groups in the private and public sector.
- Plans, directs, and coordinates the work of the Administrative Divisions. This includes ensuring that the County delivers world-class customer service both internally and externally.
- Supports the planning and direction of work in the County’s operational Departments.
- Assumes responsibility for the administration of County government in the absence of the County Administrator.
- Directs, administers and coordinates new and ongoing General Fund Capital projects and administer contracts.
- Actively participates in overseeing the execution of ordinances, resolutions and orders of the Levy Court, and all laws required to be enforced by the County.
- Assists in preparation and submission of proposed annual budgets and long-range capital expenditures programs
- Manage annual and individual projects including conducting complex research and working with the senior management team on interdepartmental projects, programs, and initiatives.
- Supports the development of agendas and presentations for business meetings, committees, and workshops. Attend and conduct meetings and workshops as needed.
- Drafts and recommends to the County Administrator policies and procedures for adoption by Levy Court when deemed advisable or expedient.
- Examine the books and records of County departments and report findings to the County Administrator.
- Performs related work as required.
Minimum Education and Experience Requirements
Requires bachelor’s degree in public or business administration, finance, planning, human resources or related field (MPA or MBA desirable) with two to five years of supervisory experience in a major area of public administration, preferably in a local government; or an equivalent combination of education, training, and experience
Additional Requirements
Comprehensive knowledge of the organization, functions, and issues facing local governments; working understanding of the principles and practices of public administration including finance, programming and budgeting, personnel and public relations; ability to conduct technical and administrative studies; ability to write and speak effectively; demonstrated ability to direct and supervise the work of others; ability to establish and maintain effective working relationships with public officials, employees, and the general public; mature judgment; operational knowledge of personal computers and pertinent applications; regular and timely attendance; performance of duties in a safe manner. Must pass testing for substance abuse and criminal background investigation. Must maintain a positive work environment by acting and communicating in a manner that promotes harmonious relations with customers, co-workers, and supervisors. Direct deposit of pay required.

- This is primarily a sedentary office classification although standing in and walking between work areas may be required.
- Occasionally lifting objects up to 25 pounds
- Vision to read printed materials and a computer screen.
- Hearing and communicating in person, before groups, and over the telephone.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator.
- Ability to bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information.
