General Description
The EMS Administrative/Operations Officer (Captain) is responsible for supervising and coordinating both the administrative and operational aspects of the Emergency Medical Services Division. This role includes the planning, administration, and oversight of quality assurance, patient information programs, educational/training programs, vehicle acquisition, design, and maintenance, facilities management, and emergency response operations. The position combines strategic management with active field responsibilities, ensuring compliance with healthcare standards and effective response to emergencies.
This position works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through meetings and reports. Captain(s) report to the EMS Division Chief/Assistant Director of Public Safety (Major).
Duties & Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions as necessary.
- Supervises, directs, and evaluates assigned staff, resolving concerns, directing work, counseling, disciplining, and completing performance appraisals. This includes providing coaching, mentoring, and support as needed.
- Fosters a positive working environment in the EMS Division
- Supports the work of the County’s Critical Incident Stress Management (CISM) team and ensures assigned staff seek and receive assistance in managing work-related stress.
- Ensures that assigned Divisions work seamlessly within the Public Safety Department
- Aggressively promotes professional development within the EMS Division. Maintains a positive leadership example by seeking out meaningful professional development opportunities.
- Acts as a trainer on subjects where qualified
- Develops, promotes, and implements internal and external training programs.
- Supports Departmental recruitment and retention efforts.
- Promotes maintaining a regional-leading standard of EMS care. This includes actively promoting quality patient care.
- Manages the Quality Assurance (QA) program, ensuring compliance with healthcare regulations.
- Oversees operational aspects including vehicle maintenance, facilities management, supply logistics necessary for the EMS mission.
- Maintains electronic databases for patient care reports and oversees the training certification programs.
- Develops and supervises operations involving specialized units (e.g., HAZMAT, technical rescue).
- Prepares detailed oral/written reports on division performance and operations.
- Authors technical and training documents as necessary.
- Serves as liaison to local agencies, coordinating with fire departments and other EMS services
- Responds to emergency calls as needed, providing advanced or basic life support per protocols.
- Participates in the budget process, monitoring financial data to ensure resource availability.
- Performs other duties as necessary to further the mission of the Department.
Minimum Education and Experience Requirements
Requires a bachelor’s degree supplemented with eight (8) years of emergency medical experience as a paramedic or an equivalent combination of education, training and experience.
Additional Requirements
Strong knowledge of and skill in advanced emergency care procedures. Knowledge and application of advanced life support procedures. Demonstrable practical skills as an ALS provider. Solid knowledge of physiology for diagnostic purposes. Demonstrable knowledge of pharmacology. Professional knowledge of traffic rules and regulations related to emergency response. Ability to safely operate a vehicle on the road in emergency situations at high speed; skill in operating advanced emergency care equipment including other inclement weather conditions. Ability to manage people in stressful situations for the care and safety of patients. High degree of dependability. Ability to perform as part of a team. Sound judgment, integrity, and tact. Thorough knowledge of supervisory practices. Ability to understand, follow, and/or convey oral and written instructions. Ability to prepare accurate and readable written reports. Ability to plan, implement and review projects. Knowledge of Kent County governmental structure and operations. Knowledge of the practices governing operations of an EMS system with emphasis in quality review. Excellent moral character. Operational knowledge of personal computers and pertinent applications. Operational knowledge of EMS medical technology and equipment. Regular and timely attendance. Performance of duties in a safe manner.

This is primarily a sedentary office classification although standing in and walking between work areas may be required.
- The position occasionally may require extensive physical exertion such as lifting and moving heavy objects (up to 100 pounds), bending, climbing steps, carrying medical equipment and/or assuming awkward positions.

- Ability to communicate in person, before groups, and over the telephone.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator
- Ability to bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information.

Special Certifications and License Requirements
- May be required to pass standardized examination to determine basic and supervisory knowledge, skills & abilities.
- Must possess and retain State of Delaware Paramedic certification, National Registry of EMTs Paramedic certification, and current BCLS, ACLS, CPR, BTLS Advanced and/or PHTLS certification, and others as required.
- Must work a rotating 24-hour, seven days a week shift, as assigned.
- May be required to pass testing of physical strength and agility to qualify for and retain position.
- Must pass testing for infectious diseases.
- Must possess and maintain a valid state driver’s license with an acceptable driving history
