General Description

The purpose of this position is to supervise the program for the beneficial use of stabilized sewage sludge produced by the Kent County Wastewater Treatment Plant. This single position works under general supervision of the Maintenance Foreman and Plant Superintendent, independently developing work methods and sequences.

Duties & Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions as necessary.

  • Seeks eligible landowners and/or their representatives and educate them about terms and conditions under which the sludge can be applied.
  • Assists with applications and other information required by applicable regulations governing the utilization of the sludge.
  • Oversees liming and sludge application program for each site including the application pattern, travel speeds of the applicators, and thorough incorporation of the sludge into the soil.
  • Manages planting, spraying, and harvesting for sites where Kent County is responsible for the total agricultural program.
  • Assists and coordinates operation and maintenance of heavy equipment.
  • Supervises and directs maintenance of heavy equipment and assigned maintenance projects.
  • Participate in supervision staff and activity of sludge transportation and application.
  • Performs related work as required.

Minimum Education and Experience Requirements

Requires a High School graduation or GED equivalent and five (5) years of experience in operating heavy equipment; or any equivalent combination of education, training, and experience

Additional Requirements

Thorough knowledge and skill in the operation of heavy motorized equipment under all types of weather conditions; good knowledge of traffic rules and regulations; good knowledge of the hazards and safety precautions of working with heavy equipment; ability to follow oral and written directions; ability to make minor and major repairs and adjustments to the heavy equipment; ability to perform manual work; regular and timely attendance; performance of duties in a safe manner.

  • This is medium work requiring the exertion of 50 pounds of force occasionally, Up to 20 pounds of force frequently, Up to 10 pounds of force constantly to move objects.
  • Work requires climbing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, lifting, and grasping.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Mental acuity is required to make rational decisions through sound logic and deductive processes.
  • Physical attendance at work sites is required to perform manual tasks, provide immediate service to onsite customers, and supervise or interact with work groups.
  • Visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
  • The worker is subject to inside and outside environmental conditions, extreme cold, hazards, and atmospheric conditions.
  • The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.

  • Hazards are infrequent but may include fumes, dust, gases, moving mechanical equipment parts, inadequate lighting, and loud noises.

Special Certifications and License Requirements

  • Must possess and thereafter retain a valid commercial driver license which will permit the operation of all County commercial type vehicular equipment and maintain an acceptable driving history.
  • Must obtain and retain a valid Class F license (handling & transporting liquid wastewater) issued by the State of Delaware and any other such State required license within 12 months of hire in order to retain position.
  • Must possess or obtain within 6 months of hire and retain designation as Weighmaster.
  • Must possess or obtain and retain a Private Nutrient Handler Certification from the Delaware Department of Agriculture within 1 year of hire.
  • Must possess and retain designation as Registered Flagger.
