General Description

The Land Use Supervisor is the Division Chief for the Geographic Information Systems (GIS) and Land Use Divisions in the Department of Planning Services. This is a highly responsible middle management position that also provides technical planning and administrative services to land use and GIS stakeholders. Divisional stakeholders include but are not limited to citizens, developers, the Department of Planning Services, other County departments, land use-related advisory boards and commissions, the Regional Planning Commission (RPC), municipal and state agencies. This position implements, coordinates, directs, and supervises activities related to land use (planning), site plan and subdivision reviews, zoning compliance, land use permitting, and GIS mapping and data analysis. These tasks are broadly illustrative of the position’s scope and are not intended as an encyclopedic listing. This position is under the supervision of the Assistant Planning Director.

Duties & Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions as necessary.

  • Effectively leads the GIS and Land Use Divisions in the Department of Planning Services
  • Supervises, directs, and evaluates assigned staff, resolving employee concerns and problems, directing routine work and special assignments. This includes counseling, disciplining, coaching, and mentoring employees
  • Completes employee performance reviews for assigned staff.
  • Maintains a positive, enthusiastic, and problem-solving work culture in assigned Divisions. Ensures that assigned Divisions work seamlessly within the Department and the organiza
  • Provides a high level of customer service to stakeholders.
  • Coordinates assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Supervises zoning and subdivision regulation review and interpretation
  • Seeks guidance from the Assistant Director of Planning, Director of Planning, and/or Zoning Administrator, as needed.
  • Meets with developers to review site plans and proposed subdivisions and correct discrepancies as noted.
  • Reviews site plans and subdivision plans for compliance with county Codes and zoning regulations, and with best planning practices
  • Assigns, reviews and evaluates the work of staff engaged in the operation and development of geographic information systems (GIS).
  • Reviews daily accomplishments of the assigned GIS staff and modifies assignments as necessary
  • Serves as a liaison between the County and third-party GIS consultant(s).
  • May staff the RPC or other boards/commissions as required. This may require recurrent attendance at evening meetings.
  • Assists in revising the county's zoning and land development ordinances
  • Authors technical land use and GIS documents
  • Assists in the development of the Comprehensive Plan
  • Reviews field inspection reports and report errors.
  • Prepares and distributes monthly activity reports.
  • Performs related work as required

Minimum Education and Experience Requirements

Bachelor’s degree in urban planning, public administration, geographic information systems (GIS), community development, or a related field. Master's degree desirable. Five years of experience in Planning or related field with a minimum of two years of supervisory or lead-worker experience or possession of any equivalent combination of education, training, and experience

Additional Requirements

Ability to convey complex regulations in straightforward language. Understanding of land use legal principles, particularly in Delaware. Technical knowledge of GIS systems and applications. Broad knowledge of the use and application of geospatial information. Ability to support the broad philosophical goals and objectives related to land use as established by the Levy Court Commissioners, RPC, and senior management team. Ability to effectively prioritize tasks and deliver on deadline. Ability to adjust priorities in a highly dynamic and occasionally pressured-filled work environment. Capacity to innovate, create, and improvise. Must pass testing for substance abuse and criminal background investigation. Must maintain a positive work environment by acting and communicating in a manner that promotes harmonious relations with customers, co-workers, and supervisors. Direct deposit of pay required.
