Opioid Abatement & Remediation Strategies - Grant

Welcome to the Kent County Public Interest Form for Opioid Settlement Funding. This preliminary form is designed to identify partners capable of delivering high-impact abatement and remediation services to repair the harm caused by the opioid crisis. Our primary objective is to support a unified strategy for prevention, treatment, and recovery efforts specifically for Kent County residents.

Important Considerations:

  • Nature of Form: This is a preliminary assessment of interest, not a full grant application.
  • Total Available Budget: Kent County has an authorized budget of $518,507.90 for this funding cycle. The County reserves the right to fund one or more projects to fulfill this total budget.
  • Anticipated Timeline: Proposed projects should be planned with an expected start date in Q3 2026.
  • Project Duration: All proposed services and activities must be designed to conclude within one year of receiving funding.
  • Closing Date: This Public Interest Form must be submitted no later than April 24th, 2026.

The Process: Organizations that submit this form will be notified of their status within one week of the closing date. Selected organizations will then be invited to complete a formal, comprehensive application through the Prescription Opioid Settlement Distribution Commission (POSDC) private portal.

Organizational Requirements

  • Legal Status: Must be a formally registered/legally incorporated entity (Nonprofit or For-Profit).
  • Operational History: We recommend that applicants have at least one year of established business experience for requests under $30,000, and two years for requests exceeding $30,000.
  • Capacity: Requires a qualified team, transparent governance, and sound financial management.
  • Sustainability: Applicants should have a strategy for program viability beyond the initial grant.

Project Scope

  • Geographic Target: Services must specifically serve Kent County and its residents.
  • Project Duration: All activities must conclude within one year of receiving funding.
  • Allowable Use: Must align with Exhibit E of the National Settlement and Delaware’s OARS document.
  • Evidence-Based: Programs should utilize proven or innovative methods supported by research.

Other Expectations

  • Reporting: Recipients must commit to regular programmatic and financial reporting.
  • Technical Assistance: Organizations must be willing to engage in Commission-led training and support.
